From the article: "...Supporters of police reform note that many of the proposals Congress is pursuing already exist: Many departments already ban the use of chokeholds and train officers on racial profiling or implicit bias, while several states have overhauled qualified immunity. But changes at the federal level, they say, can bolster local efforts and fill in some of the gaps – especially when it comes to data collection, which some argue is paltry or nonexistent in some jurisdictions.
"Having a standard and a requirement then really allows us to tell a national picture of what's going on. Those are types of things that become important at the federal level," says Tracie Keesee, a co-founder of the Center for Policing Equity.
But Keesee added that if Congress can't "pull it together on this, you still have state and local doing the exact same thing."
