From the article: "SEATTLE – A new report from the Center for Policing Equity identified racial disparities in stops, arrests, and use of force by Seattle Police Officers.

CPE commended SPD on their ban of neck and carotid restraints but says the department should expand their use-of-force policy to include prohibiting officers from placing their body weight on the back of a person and monitoring restrained individuals to ensure that they are breathing properly."
