The Center for Policing Equity (CPE) is a research and action think tank that, through evidence-based approaches to social justice, conducts research and uses data to create levers for social, cultural, and policy change. 

Position Description

The Center for Policing Equity is seeking an experienced Impact Evaluation Specialist to support the Product Discovery team in the management and coordination of its monitoring & evaluation programming. The Impact Evaluation Specialist will be responsible for assessing CPE’s interventions in public safety agencies and assessing the extent to which our work is contributing to desirable criminal justice and socio-economic outcomes, in line with our organizational theory of change. Most notably, these interventions include the National Justice Database (NJD) and COMPSTAT for Justice (C4J). The NJD is the first and largest collection of data on police behavior in the country (e.g., vehicle stops, pedestrian stops, use of force); C4J is a process that leverages NJD data to provide recommendations to police departments so that they may hold themselves accountable to their values of fair and equitable policing practices.

Key Responsibilities

·       Design, oversee, and lead the implementation of project and programmatic impact evaluation work, including conceptual framework, methods and tool development.

·       Identify available and relevant data for the impact evaluation of COMPSTAT for Justice, including internal and external data sources

·       Integrate data from different systems, to ensure data quality/completeness and assemble a fuller picture of research partners’ behaviors and outcomes, including intermediate outcomes (e.g., behavioral change, attitudinal change) and long-term outcomes (e.g., public health, incarceration rates)

·       Collaborate with program owners to identify recommendations on product and service design as well as partner experience and retention based on your impact evaluation findings

·       Follow up on implementation of evaluations and evaluation recommendations to ensure the optimal use of evaluation findings by project teams and future project designs.

·       Produce tables, data visualizations, reports, presentations and manuscripts based on findings, for internal and/or public dissemination.

Qualifications

·       Graduate degree in a relevant discipline (e.g., statistics, mathematics, data science, public policy,  applied economics, political science, or sociology)

·       Demonstrated experience in designing and leading impact evaluation work

·       Superior knowledge of best practices and current trends in large project portfolio monitoring and evaluation

·       Data modeling and integration knowledge and skills.

·       Data life cycle management knowledge and skills.

·       Ability to develop solutions to loosely defined business problems by leveraging pattern detection over large data sets.
