Kerry Mulligan, Ph.D

Senior Director, Data Driven Interventions

Kerry Mulligan is the Senior Director of Data Driven Interventions at CPE. She is an experienced researcher and writer with a commitment to social justice, evidence-based reform, and effectively translating research to practice.

Prior to joining CPE, Kerry worked as a Project Director at the Data Collaborative for Justice, where she oversaw policy evaluation and technical assistance work. She has also worked as a Senior Researcher at the Mayor’s Office of Criminal Justice and an Assistant Professor of Law & Society at Sage College of Albany, and served as a City Council appointee to the Community Police Review Board in Albany, New York. She earned a Ph.D. and M.A. in Sociology from the University of California, Riverside and a B.A. in Sociology and Social Work from the College of Saint Rose. Kerry’s scholarly work has been published in Criminology, Criminal Justice, and Law & Society, Social Problems, and Research in Social Movements, Conflicts, and Change. Her own research focuses on gender and racial disparities in criminal sentencing.
