Yolanda N. Smith, PhD, MPA

Yolanda N. Smith serves as an Implementation Specialist, where she operates as the point of contact with law enforcement or civilian agencies. She is responsible for facilitating LEA data to the National Justice Database and receiving Justice Navigator Assessment analysis results, leveraging the data to strategically plan ways to reduce racial disparities while addressing and managing LEA and community concerns.

Before joining CPE, Yolanda was a police lieutenant with over 25 years of public service before retiring. She brings immense internal and criminal investigative, executive management, leadership, and supervisory experience. Yolanda holds a Ph.D. in Public Safety, specializing in Criminal Justice, from Capella University, and a distinguished Master Degree in Public Administration from Rutgers University. Yolanda’s scholarly works have been published in the Scholar Chatter Society of Academic Publishers.
